Marx decreed in Capital that the most industrially advanced nation would usher the world into the bright dawn of socialism. But it didn't happen in America, the pinnacle of capitalist achievement. This broad but unambitious survey addresses one of the classic questions of American historiography: What accounts for the weakness of working-class radicalism in the U.S.? Preferring to restate the highlights of an admittedly worked-over literature on the subject rather than make significant new arguments of their own, Lipset (professor of public policy at George Mason University) and Marks (political science at UNC-Chapel Hill) present a "political sociology" of socialism's American flop. Lacking the feudal history that spurred Europe's early labor movements, the authors explain, American workers were "born conservatives," already enjoying social mobility and a relative prosperity. Moreover, strong constitutional limits on government power thwarted collectivists from the get-go and led homegrown radicals toward libertarian or anarchist camps. America's invincible two-party system made it all but impossible for a socialist candidate to succeed; since the Civil War, the authors point out, just nine non-major party candidates have won more than 5% of the national vote in any presidential election. What surprises there are in this book pop up in little-known annals of U.S. radicalism, such as the North Dakota Nonpartisan League, a strikingly successful contingent that in 1919 proposed a system of state ownership, only to be bitterly attacked by America's socialist party as an opportunistic rival. Green parties, the authors say, are the latest venue for utopian reform desires; again, the U.S. remains exceptional, as they point out, with no influential environmental party. (July)

Lipsett (public policy, George Mason Univ.) and Marks (political science, Univ. of North Carolina) contrast the brief rise and long decline of the American Socialist Party with the steady progress of social democratic and labor parties in other Western industrialized nations. The diversity of the American working class, American individualism, and the determination of Socialists not to ally with the labor movement or other political parties head the long list of reasons why "it didn't happen here." The broad scope of this work (it covers both the Socialist Party and its offshoot, the Communist Party), its historical detail, and its unsentimental analysis complement recent works on specific aspects of American socialism, e.g., Jim Bissett's Agrarian Socialism in America (Univ. of Oklahoma, 1999). Alexis de Tocqueville first used the term exceptionalism in the 1830s to explain America's uniqueness. Since then the term has been applied in many ways. Lipset is an internationally renown political scientist and sociologist and the author of nearly two dozen books. Harking back to de Tocqueville, he examined America's unique institutions in American Exceptionalism: A Double-Edged Sword (1996). One of Lipset's primary focuses in that book was to consider why socialism never took hold in the U.S. Now he and University of North Carolina political science professor Marks take another look at that question. Noting that the term American exceptionalism has been specifically applied to account for the "weakness of working-class radicalism in the United States," they summarize the main reasons that have been offered to explain the failure of socialism in the U.S. They then analyze how political institutions, labor unions, immigration trends and America's fragmented working class, the various strategies used by socialists, and state repression have hindered the socialist movement. HISTORICAL BACKGROUNDOn the verge of the Allied Invasion of Europe in 1944, the Allies were engaged in a massive deception program in which could have been ruined--changing the subsequent course of history--by a single credible report from a German spy. With overwhelming military power, the Germans had neglected espionage, and by 1944, virtually all German agents in England had been executed, imprisoned, or turned. Plans for the invasion included Operation Mulberry, a project to build temporary artificial harbors on the French coast. That was the actual historical situation.THE SETUPThe story begins with the premise that the Germans have learned that bridge engineer Peter Jordan was playing a key, but unknown, role, and therefore they activate a "sleeper" agent (Catherine Blake, aka Anna Steiner), who had been in place since 1938, to discover Peter's role. Although the British had allegedly made the infiltration of new German spies virtually impossible, the Germans successfully and implausibly parachute in a new a new agent, Horst Neuman (aka James Porter), to act as a courier. Among a large cast of German intelligent agents, Kurt Vogel is the chief handler for the operation. Among a similarly large cast of British counterintelligence agents, former history professor Alfred Vicery leads the attempt to uncover the agents.CAVEATSIf you take the premise that Ken Follet's "Eye of the Needle" is such a good story (it is) that it could benefit from being retold at five times the original length, by adding a dozen subplots and the necessary several dozen new characters as filler (a questionable proposition), the result would be something very much like "The Unlikely Spy". Naturally, you'd change the sex of the principal spy from male to female and make her bisexual to spice things up. Scenes in which an English detective tries to get help from idiotic village constables by phone are almost identical to corresponding scenes in "Eye of the Needle". The personal history, psychology, and modus operandi of "the Needle", appears to have been divided between "Catherine" and Horst, with minimal additional elaboration. Just as the "Needle" used a stiletto (i.e., a "needle")--as his weapon of choice, so did Catherine. Ultimately (as in "Eye of the Needle"), the spies even attempt an escape by fishing boat, in a storm, while surrounded by English submarines and warships. There is nothing wrong with homages--although perhaps Silva should acknowledge his.The huge cast of characters in "Unlikely Spy" can be confusing to the reader. Most of the subplots and characters could be edited out in an abridged edition, with no effect what-so-ever on the story. READERS BEWARE--keeping a "dramatis personae" handy is required for most readers to keep track of the characters and thus the associated subplots. Despite the large cast of characters, or perhaps because of the large cast of characters, none are adequately fleshed out. I felt no particular empathy for any of them--something which is particularly needed when the plot drags, as it does for the last third of the novel.Of course, the spy has to make crucial mistakes, but the mistakes Catherine makes are implausible. Catherine is a stereotyped cold-blooded killer whose only solution to any problem is murder. For example, although born in England, and therefore presumably a British citizen, Catherine disguised her return to England in 1938, during peacetime, by murdering an English woman. For this and several subsequent unnecessary murders, Catherine used her signature stiletto-under-the-rib-cage-into-the-heart technique, essentially identifying herself as German spy, and tying all the murders together. I have read all of Silva's Gabriel Allon series but this is the first time I have read his debut novel about espionage and deception during the latter stages of WWII. Ken Follett covered a similar theme in "Eye of the Needle" and Jack Higgins in "Night of the Fox". Both of those books were brilliant but on balance, I think that "The Unlikely Spy" is the best.We all know now that the Allied Forces were able to successfully confuse the D-Day landing location from Hitler. Thousands of deaths were possibly saved because Hitler concentrated his defensive forces around Calais and left the Normandy coast comparatively lightly defended. There are many stories of how British intelligence helped Hitler to choose the wrong invasion point - this is a brilliant fictional story of how this happened.The main character is Alfred Vicary, a Professor of History who is drafted by an old friend, Winston Churchill to join MI5. Vicary takes to espionage like a duck to water following Churchill's adage that in war "truth is so precious that she should always be attended by a bodyguard of lies." Vicary has tracked down most German spies, imprisoned them and continues to send deceptive messages back to Germany. But he hasn't tracked down a handful of "sleeper" operatives sent over before the war by Kurt Vogel, one of Admiral Canaris's top spymasters.One of these operatives is Catherine Blake, a beautiful ruthless psychopathic assassin, and spy, who remains inactive in London until a key part of the war - the preparations for the D-Day landings. Her assignment is to become romantically involved with Peter Jordan, an American engineer working on a top-secret D-Day project and report back on where the landings will take place.There follows a tale of deception on a grand scale both with the spies and within MI5. Silva writes a masterly plot with fascinating characters on both sides of the action-packed battle. While some of the deceptions fail, the ultimate deception is not known until the very last pages. This is definitely a 5-star espionage story.This is a wonderful debut novel written in 1996 by an author who has gone on to become a world-renowned best-selling author with his Gavriel Allon series about an Israeli art restorer, spy, and assassin.
